Phát biểu tại Hội thảo “Tăng cường hệ thống chăm sóc sức khỏe tâm thần” diễn ra sáng 10/10, đúng Ngày Sức khỏe tâm thần thế giới, Thứ trưởng Bộ Y tế GS.TS.Trần Văn Thuấn cho biết: “Mặc dù đạt được những kết quả khả quan, tuy nhiên công tác chăm sóc sức khỏe tâm thần vẫn còn nhiều khó khăn, thách thức: tuyến huyện hầu như không cung cấp dịch vụ khám chữa bệnh nội trú về tâm thần; việc lồng ghép chăm sóc sức khỏe tâm thần trong chăm sóc sức khoẻ chung, nhất là chăm sóc sức khỏe ban đầu còn nhiều hạn chế, hầu như chỉ cơ sở chuyên khoa tâm thần cung cấp dịch vụ, hầu hết các bệnh viện chuyên khoa như nhi, sản-nhi, lão khoa không có khoa tâm thần, nguồn nhân lực chăm sóc sức khỏe tâm thần còn thiếu và phân bổ không đồng đều trên các vùng trong cả nước…”.
Thứ trưởng Bộ Y tế GS.TS.Trần Văn Thuấn cũng nhấn mạnh, trước những vấn đề sức khỏe tâm thần đang ngày trở nên nghiêm trọng, Thủ tướng Chính phủ đã phê duyệt Kế hoạch quốc gia phòng, chống bệnh không lây nhiễm và rối loạn sức khỏe tâm thần giai đoạn 2022-2025, nhằm “tăng cường kiểm soát các yếu tố nguy cơ gây bệnh, đẩy mạnh các biện pháp dự phòng, phát hiện sớm và quản lý điều trị các bệnh tâm thần phân liệt, động kinh, trầm cảm, sa sút trí tuệ và các rối loạn sức khỏe tâm thần khác nhằm góp phần bảo vệ, chăm sóc, nâng cao sức khỏe của nhân dân và phát triển kinh tế, xã hội của đất nước”.
Bên cạnh đó, Bộ Y tế đang xây dựng riêng một đề án cho lĩnh vực chăm sóc sức khỏe tâm thần là Đề án “Tăng cường năng lực hệ thống chăm sóc sức khỏe tâm thần” để trình Chính phủ phê duyệt làm cơ sở triển khai công tác chăm sóc sức khỏe tâm thần trong giai đoạn sắp tới.
Tại Hội thảo, ông Lê Minh Sang, Chuyên viên y tế cao cấp của Ngân hàng thế giới tại Việt Nam (WB), đánh giá mạng lưới chăm sóc sức khoẻ tâm thần ở Việt Nam vẫn còn thiếu. Cả nước hiện có 605 bác sĩ tâm thần, đạt 0,62 bác sĩ/100.000 dân, thấp hơn so với trung bình toàn cầu (1,7); điều dưỡng cũng thấp hơn trung bình toàn cầu (3,8); 37 tỉnh thành, phố không có nhân viên tâm lý lâm sàng… Chuyên viên y tế cao cấp của WB khuyến nghị, Việt Nam mở rộng bao phủ cung ứng dịch vụ, đồng thời chuyển đổi mô hình lồng ghép, chăm sóc bệnh nhân tâm thần dựa vào cộng đồng.
Hệ thống chăm sóc sức khỏe tâm thần tại Việt Nam được củng cố và dần hoàn thiện, với 02 bệnh viện tâm thần ở tuyến trung ương là Bệnh viện Tâm thần Trung ương 1, Bệnh viện Tâm thần Trung ương 2 cùng với Viện Sức khỏe tâm thần Quốc gia. Tại tuyến tỉnh, hiện 43 tỉnh/thành phố có Bệnh viện tâm thần, số còn lại là khoa tâm thần trong bệnh viện đa khoa và trung tâm phòng chống bệnh xã hội của tỉnh. Tại tuyến quận huyện thì có nhiều bác sĩ được tập huấn về công tác sức khoẻ tâm thần. Tuyến xã, phường tập trung nhiều vào quản lý danh sách người bệnh tâm thần, chủ yếu là cấp thuốc điều trị tâm thần theo chỉ định của tuyến trên, không thực hiện công việc khám, chẩn đoán, kê đơn điều trị rối loạn tâm thần.
